REPORT.md gets a post-pass status banner + per-item STATUS tags + phase/QM checklist truth; RUNBOOK-TODAY amended for the Oct window replan (Friday is troubleshooting-only #609); all ~/optimize paths updated after the repo move to ~/projects/ultix.
