mrcharles 81a04ca935 feat: netinfra test set — Pi-hole + Technitium compose for VM 5109 [#769 ]

Deployed live on sectestbed-netinfra; both resolvers verified.
preprod counterpart VM 53109 cloned+running on tsys5. Upstreams
1.1.1.1 (tsys5 VM subnets cannot reach LAN gw 192.168.3.1).

DNS (Technitium + Pi-hole), DHCP (dhcpd pair), NTP, DNS cluster replication, switch console captures. Git SoR for Technitium zone snapshots — drift-check must print ALL IN SYNC before any DNS-adjacent push. [#694]
