+## Lane rules in force
+
+- The COO C2 chat works **COO, the SVP interface (KNEL / TCTC), org
+  buildout, and the BOD interface — nothing lower**.
+- VP-level execution happens in the dedicated lanes (security chats,
+  SRE chat, OAM chat); the COO chat routes to them via Redmine tickets
+  and cross-links, and never does their work.
+- Every chat/agent runs as ONE org identity; per-identity credentials
+  live in the TSGCOO vault.

+
