+## Lane rules in force
+
+- The COO C2 chat works **COO, the SVP interface (KNEL / TCTC), org
+  buildout, and the BOD interface — nothing lower**.
+- VP-level execution happens in the dedicated lanes (security chats,
+  SRE chat, OAM chat); the COO chat routes to them via Redmine tickets
+  and cross-links, and never does their work.
+- Every chat/agent runs as ONE org identity; per-identity credentials
+  live in the TSGCOO vault.
+
+## Lineage of the rulings
+
+- 2026-09-07 (founder, live in COO C2 chat): VPEngOps → SVP KNEL (was
+  founder); SecOps ‖ SecEng parallel, each with a VP; TechCompliance its
+  own lane as single compliance owner across both security teams;
+  Facilities → SVP KNEL with OAM executing; TechOps full staff (director
+  + manager + ic-builder/ic-reviewer); TCTC parked pending ruling.
