Codifies the 2026-09-06 founder directives into the global house rules:

  • Reference format: Gitea must use full Redmine URLs ending in the comment anchor (#note-M); bare #NNN resolves inside Gitea and never links Redmine.
  • CR gating: every production change files a GLPI CR first; the CR deep link is required in the PR body and the ticket.
  • Repo naming: all KNEL org repos carry the KNEL prefix (executed under https://projects.knownelement.com/issues/819).

Gitea gets full Redmine URLs (#note-M anchors, never bare #NNN —
that resolves inside Gitea). GLPI CRs join the lockstep: CR filed
before the change, CR deep link required in PR bodies and tickets.
KNEL org repos all carry the KNEL prefix.
