Reference implementation of the CR-gating ruling (2026-09-06): pull_request-triggered job fails unless the PR body references the GLPI CR deep link (cmdb.knownelement.com/front/change.form.php?id=N). Uses env indirection so the PR body never reaches shell via template expansion.

CR for this change: no-CR (dev-only, repo tooling).

ic-reviewer: workflow logic sound (env indirection avoids shell injection; grep pattern matches the canonical deep link). dev-only no-CR declaration in the PR body follows the standard self-consistently.
