docs: sync packaging set with human Redmine rulings [#632]

GitUrlList 56 -> 46: removed Langfuse (explicit + new no-Node-apps
policy), Fonoster + PLMore (Node/NestJS), Huginn/Midday/OpenBlocks/
Warp/Comply/TODO-policies (deleted tickets = accepted dispositions),
AutoBOM + Craig (k8s lane). Runme stays (Go, not node). STATUS map
rewritten with per-ticket rulings; README inventory pruned to 46.
PLMore disposition corrected (it IS a PLM suite - template badges
fooled the first read).
