Added calculations in the realtime sync monitor job to calculate the
average sim/realtime ratio for the past 100 frames. This is saved to
a new variable, actual_run_ratio. Changed the sim control panel to
display the actual_run_ratio value.

* Updated to log applicable time in seconds instead of tics, remove scale attribute in dp product XMLs, and reset clock before realtime clock sync to avoid logging epoch time for frame logging.

If real-time is off, we exit the rt_monitor function early. The frame
scheduled time was calculated after the exit call. Moved the frame
scheduled time calcuation before the exit.
Saved the timestamps on the default gettimeofday clock as close to
the beginning of the simulation, after initialization is finished and
at the end of shutdown. Printed out the elapsed time as well as
the number of overruns counted by RealtimeSync.

Found two issues. First is that the next call times for
all of the jobs was not calculated correctly. Second is
that the if the user wants to sync the sim to a real time
clock interval, the initial sync to the real time clock was pausing
the full starting sim time instead of syncing to the clock
interval.

Reorganized. Created a new top level include directory that will hold all of Trick's header files. Moved all of the Trick headers to this directory. Created a libexec directory that holds all of the executables that users don't need to execute directly. Changed all of the executables remaining in bin to start with "trick-". In the sim_services directories changed all source files to find the Trick headers in their new location. Since all of the include files are gone in sim_services, removed the src directories as well, moving all of the source files up a level. Moved the makefiles, docs, man, and other architecture independent files into a top level share directory. Renamed lib_${TRICK_HOST_CPU} to lib64 or lib depending on the platform we're currently on.
