configure script fails in RHEL/CentOS 8 #887 (#888)

python3. If python3 is found use python3-config to get the
include directories and libraries. Call python scripts using the
PYTHON environment variable.

installed in some non-standard library path. If so, pass it to configure,
via the LIBS environment variable.
Example: ./configure LIBS=\"-L/usr/non-standard-path/python/lib\"
