73110f48da Banish getProcessOutputAndValue from test_runner 
It cannot do the right thing on Windows for non-ASCII because Twisted uses
pywin32 and on Python 2 pywin32 binds CreateProcessA.

c694e8c7e2 Delete allmydata.version_checks and related functionality 
It is not Tahoe-LAFS' job to manage package installation in this way.
Instead, we can declare our dependencies in setup.py and rely on installation
management tools and packagers to create a suitable execution environment.

Making this statement in the past required going much further out on a limb
than it does today.  This code has served its purpose and can now be retired.

ff30dbcf85 Delete test_version_no_noise 
Python will write to stdout and stderr what it wants when it wants.  It is
futile to believe this can be controlled without a massively greater effort.

Also, Lucid and `distribute` are long dead.

97e8ba8301 Remove test_client_no_noise and rewrite test_introducer 
"tahoe run" has no quiet option so `test_client_no_noise` is not applicable.

This is a loss of the coverage of the quiet option for `tahoe start`.  That is
unfortunate but fixing any `tahoe start`-using test is really hard and the
functionality that is no longer covered is so trivial it hardly seems like it
made sense to test it by running multiple tahoe child processes anyway.

229e306e9d test_runner: fix to use new conventions 
create-node needs --hostname=, and we can't expect the node to write
client.port at startup (because tahoe.cfg now has tub.port= set
properly)

b637636ef9 remove _appname.py file 
We no longer need the complexity of choosing the application name at
runtime. This removes the setup.py code which populates the _appname.py
file, and the code in __init__.py which reads it. It does not yet remove
the tests which compare the output of e.g. `tahoe --version` against
`allmydata.__appname__`, which I think could be removed, but that's more
invasive than I want to do right now.
