Josef Söntgen 1a54ee895e vfs: use compound ioctl in Block-VFS plugin ...

Instead of using the old 'ioctl' Vfs::File_io_services API implement
the I/O control functionality in a buch of files. This is similar to
the terminal-VFS plugin.

Fixes #3889.
