Bug tracker now reserved for actual defects: builds/designs -> Feature,
studies/selftests -> Support. All major ticket bodies rewritten in
CommonMark (# headers, fenced refs) replacing Textile syntax.

515 ITAR provider routing; 516 session/context quality.
