CI: install nodejs before checkout; recovery followup via ITILFollowup

golang:alpine lacks node (actions/checkout 127). GLPI 11 rejects the
legacy /followup input shape -> item-endpoint first, legacy fallback;
solve no longer skipped when followup fails.
