* sync : ggml (new ops, new backend, etc)

* whisper : remove obsolete broadcasting code

* ggml : remove backend self-registers + fix ggml_concat + n_task logic

* metal : fix assert

* metal : print resource path

* whisper : fix bug if metal init fails
