Update references to the mailing list 
New list is tahoe-dev@lists.tahoe-lafs.org, list info page is at
https://lists.tahoe-lafs.org/mailman/listinfo/tahoe-dev, and list
archives are now at https://lists.tahoe-lafs.org/pipermail/tahoe-dev/.

Sadly message numbers in list archive seem to have changed, so
updating references to list archive is not as simple as prefixing
`list.`

33d89dbe8f Move IRC from freenode.net to libera.chat 
Following some organizational developments, freenode.net's volunteer
staff has quit and formed libera.chat, a new IRC network.  Like many
other FOSS projects, Tahoe-LAFS project too has decided to move to
libera.chat for our IRC needs.

9429fb8fad Allow some control over trial command run by tox 
The TAHOE_LAFS_TRIAL_ARGS environment variable can now be used to pass
arguments to tox.  If it is unset, some sensible defaults will be used.

The badge image URL remains the same, but the docs themselves are now
hosted on tahoe-lafs.readthedocs.io rather than

Also add a comment to docs/index.rst, pointing folks who are browsing
the source tree (locally, with an editor) at the formatted version on
readthedocs.org .

20787853dd docs: stop suggesting 'activate', too much to explain 
Also it avoids the failure mode where a user forgets to activate the
virtualenv, types the recommended "pip install" command, and installs
stuff directly to their system instead of safely confined inside the
virtualenv.
