Lech Perczak f28010a79c ath79: teltonika-rut230: add 4G LED ...

Teltonika RUT240 has an extra 4G status LED on GPIO21. Otherwise the
hardware is fully compatible with RUT230 line. Attach the LED inside
device tree.
