Thomas Nixon cdb5acac20 Revert "realtek: Fix failsafe mode" ...

This reverts commit b7ee0786b56d1088c195fe7c1cdb1ad7d20c9245.

With the previous commit "realtek: remove rtl83xx vlan 1 special cases"
this is no longer required.
