Jo-Philipp Wich cfc2231dfe tools: fakeroot: use TCP as IPC transport 
Some environments, e.g. first gen WSL, do not support SysV IPC.
Enforce the use of TCP transport instead which should be universally
available.

Fixes: FS#3317
