Initial backport of at803x PHY driver cleanup. This is in preparation for split and addition of new PHY Family based on at803x needed for ipq807x and other IPQ Series SoC. Subject: [PATCH] net: phylink: add pcs_enable()/pcs_disable() methods

Add phylink PCS enable/disable callbacks that will allow us to place

|
IEEE 802.3 register compliant PCS in power-down mode while not being

|
used.
