John Audia 945a704fab kernel: bump 5.4 to 5.4.89
All modification made by update_kernel.sh in a fresh clone without
existing toolchains.

Build system: x86_64
Build-tested: ipq806x/R7800, bcm27xx/bcm2711
Run-tested: ipq806x/R7800

No dmesg regressions, everything functional

Subject: [PATCH] hci_h5: Don't send conf_req when ACTIVE
Without this patch, a modem and kernel can continuously bombard each
other with conf_req and conf_rsp messages, in a demented game of tag.
