Zheng Zhang 9f8599aebe mediatek: fix a use-after-free kernel panic in wed code

Fix a use-after-free bug in mtk_wed_setup_tc_block_cb()
which leads to kernel panic when setup multiple ap
interfaces on one band of mt798x.
