build: prefer HTTPS if available (for packages) ...

Changes PKG_SOURCE_URL's for arptables, bsdiff, dnsmasq,
fortify-headers, ipset, ipset-dns, libaudit, libpcap, libressl,
lua, lua5.3, tcpdump and valgrind, to HTTPS
