Gabor Juhos 39c57eeb31 ramips: allow USB ...

The current defaults for ramips rt305x does not allow the USB
subsystem to be selected/built.

This patch is just a small step in that direction.

Makefile

Add a target (CONFIG_MAKE_CONFIG) that creates an exportable toolchain. The toolchain will zipped and saved under $(TOPDIR)/bin directory.
