Rosen Penev f0a23992ad kexec-tools: update to 2.0.21 ...

kdump was removed in 7acd257ae67b4ca94f8c23cb8bda0ee0709b9216

gdb can be used as an alternative.

Remove autoreconf. It's not needed as the configure files are already
generated.

Remove upstreamed patch.
