Hauke Mehrtens 02fe942337 kernel: add arm64 erratums into config ...

Deactivate all the ARM64 erratums by default. The target code should
activate them if needed. This fixes a problem with a new erratum added
in kernel 4.9.17 breaking brcm2708.
