kernel: replace SUBDIRS with M in package recipes
...
The SUBDIRS variable has been removed in kernel 5.4, and was deprecated
since the beginnig of kernel git history in favour of M or KBUILD_EXTMOD.

build: use KERNEL_MAKE_FLAGS for kernel file compilations

The build system already defines KERNEL_CROSS which defaults to TARGET_CROSS.
Make use of this variable for kernel makefiles.
