Currently archs38 sets a board name from compatible for no apparent
reason. Just use the compatible directly instead.
This theoretically removes a board name "generic" when no compatible
was present, however, there is no case where this "generic" board
name was actually used.
This also fixes an issue where snps,axs103 would not have been
properly detected anyway, as its case was not set up syntactically
correct.

In the initial patch which adds HSDK board there were no update
of network configuration scripts. Without it by default static IP
is set for br-lan and there is no access to internet.
This patch fixes the issue.

This patch introduces support of new boards with ARC HS38 cores.
ARC HS38 is a new generation of ARC cores which utilize ARCv2 ISA.
As with ARC770 we're addind support for 2 boards for now:
[1] Synopsys SDP board (AXS103)
This is the same base-board as in AXS101 but with
FPGA-based CPU-tile where ARCHs38 core is implemented.
[2] nSIM
Again this is the same simulation engine but configured for
new instruction set and features of new CPU.
