Update to the latest stable version.
This update changes the default lockfile directory from /var/lock to
/run [1]. In OpenWRT we still use the "legacy" /var/lock and /run might
not even exist, so we add a patch to revert this particular change.

This will allow using fw_printenv without /etc/fw_env.config. Once there
is Linux NVMEM driver available for U-Boot env data.

with u-boot v2020.07 some variables have been renamed so this patch needs to be adjusted
otherwise at least with macOS as build system there are build errors

Forward the OpenWrt TARGET_LDFLAGS to the linker of the fw_printenv tool.
In addition also use the more standard make invocation script.
With this change the fw_printenv tool is built with PIE and Full RELRO
support when activated globally in OpenWrt.

tools/env/fw_env.c misses to include stdint.h.
Apparently musl doesn't mind and includes this header by default,
but glibc does not and causes the build to fail.

Insert a missing #ifdef UBI around the use of libubi_close().
As the preceding if (libubi) will never be true on non-UBI builds,
compiling only failed when disabling optimization.
Also rebase patch to latest u-boot.git HEAD.

On UBI enabled devices, U-Boot might store it's environment on
UBI volume(s). Support this in uboot-envtools, so fw_setenv and
fw_printenv can work on these platforms.
