Add Generic subtarget definition. This is needed to keep consistent name
on every other target/subtarget and also to permit correct work of CI
workflows that expect a target/subtarget pattern.

This target is still on kernel 4.9, and it looks like there is no
active maintainer for this target anymore.
Remove the code and all the packages which are only used by this target.
To add this target to OpenWrt again port it to a recent and supported
kernel version.

This removes _all_ occurrences of kmod-usb-core from
DEVICE_PACKAGES and similar variables.
This package is pulled as dependency by one of the following
packages in any case:
- kmod-usb-chipidea
- kmod-usb-dwc2
- kmod-usb-ledtrig-usbport
- kmod-usb-ohci
- kmod-usb2
- kmod-usb2-pci
- kmod-usb3
