Avoid harmless error from network script by checking presence of
now-optional wifi support script, most notably confusing users of x86
snapshots.

The new script uses a different strategy compared to the previous one.
Instead of trying to split flows by hash and spread them to all CPUs,
use RPS to redirect packets to a single core only.
Try to spread NAPI thread and RPS target CPUs across available CPUs
and try to ensure that the NAPI thread is on a different CPU than the
RPS target. This significantly reduces cycles wasted on the scheduler.

Add a function 'ipcalc' to /lib/functions.sh that sets variables more
safely using export.
With this new function, dnsmasq also handles the return value of ipcalc
correctly.

Checking whether /sbin/udhcpc is a symbolic link breaks using the
DHCP proto handler inside procd-ujail where bind-mounts are used for
the resolved link. Check whether /sbin/udhcpc is executable instead
to allow using the proto handler for DHCP-provisioned containers.

Placeholder DHCP user scripts were added recently.
These files make package-based installations of such scripts more difficult.
Pull user callbacks from directories instead to allow packages and users to
install co-existing scripts more easily.

Document the existence of this feature. This allows the user to execute a script
at each DHCPv4 event. This is useful, for example, as an ad-hoc way to update a
DDNS entry when (and only when) required.

The current implementation is significantly lowering lantiq
performace [1][2] by using RPS with non-irq CPUs and XPS
with alternating CPUs.
The previous netifd implementation (by default but could be
configured) simply used all CPUs and this patch essentially
reverts to this behaviour.
The only document suggesting using non-interrupt CPUs is Red
Hat [3] where if the network interrupt rate is extremely high
excluding the CPU that handles network interrupts *may* also
improve performance.
The original packet steering patches [4] advise that optimal
settings for the CPU mask seems to depend on architectures
and cache hierarcy so one size does not fit all. It also
advises that the overhead in processing for a lightly loaded
server can cause performance degradation.
Ideally, proper IRQ balancing is a better option with
the irqbalance daemon or manually.
The kernel does not enable packet steering by default, so
also disable in OpenWRT by default. (Though mvebu with its
hardware scheduling issues [5] might want to enable packet
steering by default.)
Change undocumented "default_ps" parameter to clearer
"packet_steering" parameter. The old parameter was only ever
set in target/linux/mediatek/base-files/etc/uci-defaults/99-net-ps
and matched the default.

introduced generic service_running so it's not needed to copy&paste same
3 lines over and over again.
I've removed service_running from netifd/network init script as well,
because it was not working properly, looked quite strange and I didn't
understand the intention:

dnsmasq (and probably other DHCP servers as well) does not like to hand out
leases with duplicate host names.
Adding support for skipping the hostname makes it easier to deploy setups
where it is not guaranteed to be unique

Do not set device runtime property on interfaces in the hotplug handler
and in fixup_interfaces(). This property conflicts with device option
in several proto handlers (mainly QMI and other WWAN/3G protos) and does
not seem to be used anywhere.

Fixes the assumption the busybox udhcpc applet is always enabled; in case
the symbolic link check fails the DHCP shell handler script will exit and
as result the DHCP protocol handler will not be registered in netifd.

By default udhcpc asks for a default list of options; the config option
defaultreqopts allows to tweak this behavior.
When set to 0 udhcpc will not ask for any options except for the options
specified in the reqopts config option.

Certain DHCP servers push a gateway outside of the assigned interface subnet,
to support those situations, install a host route towards the gateway.
If Gateway and IP are served in same network, openwrt quagga cannot learn
routes (rip routes are not getting added, showing inactive) whereas
working fine when Gateway and IP are in different network.

udhcpc doesn't send a hostname by default. Use the system hostname if
nothing else is specified, to always send a hostname.
It syncs the behaviour to odhcpc, which always sends a hostname.

This option, defined by RFC3442, allows a DHCP server to send static
routes to a client. But the client has to request this option
explicitely.
Static routes are useful when the gateway configured by DHCP cannot be
in the same subnet as the client. This happens, for instance, when
using DHCP to hand out addresses in /32 subnets.
A new configuration option "classlessroute" is available, allowing
users to disable this feature (the option defaults to true).
Other DHCP clients already request this option by default (dhcpcd, for
instance, and possibly Windows). If a DHCP server does not support
this option, it will simply ignore it.

this error was not visible until recent bump to
busybox 1.24.1 stable which introduced a warning message
when keyword 'local' is not used with a shell-function.
this does not change behavior and is a cosmetic cleanup.
