It appears that only a few users are using the archs38 SoC. The most
active user of the target has already approved the testing kernel and
so it is very unlikely bugs will be reported in the near future.
Therefore, the target should be directly bumped to 5.15.

archs38 seems to be pretty much unused, usually only treewide changes or
kernel bumps in order to branch off new stable are done to it.
Considering that target only support some Synopsis HS38 ARC reference
boards and no consumer hardware so mark the target as source-only to stop
using Buildbot resources on building the target and packages for it.

Update config, Makefile and image/Makefile.
Directly switch to kernel 5.10.
This patch was tested in nSIM simulator, no errors appeared.

While the effective "default" based on frequent use is "router", the
DEVICE_TYPE variable actually provides a "basic" configuration without
selecting any additional packages.
This is currently set up with the identifier "bootloader", which seems
to be not used at all. However, the only targets not using "router" or
"nas" are actually archs38 and arc770, which use their own value
"developerboard" for DEVICE_TYPE which seems to have been invented when
these targets where added. The latter is not implemented in target.mk,
though, and will fall back to the "basic" set of packages then.
So, to clean this up and make it more readable, let's just define a
DEVICE_TYPE "basic" and use it for the aforementioned cases.

There is no such role as target maintainer anymore, one should always
send corresponding changes for the review and anyone from the commiters
is allowed to merge them or eventually use the hand break and NACK them.
Lets make it clear, that it is solely a community doing the maintenance
tasks.

Update Linux kernel version from 4.9 to 4.14 for archs38.
config-4.14 was simply regenerated with "make kernel_menuconfig".

With update of ARC tools to arc-2016.09 based on GCC v6.x
we have to bump Linux kernel version so both toolchain and
the kernel use the same ARC ABIv4.

As it turned out we may actually build both initramfs and
SD-based images in one run with just a small tweak in
existing image/Makefile and so we do here.
We're back with one "generic" target for all ARC HS38-based bords.
Kudos to John for his patience and very helpful tips!

Historically on ARC we started from initramfs-based images because:
a) It was much easier to debug especially when toolchain and other
components were changing quite dynamically
b) It was our usual approach for embedded Linux
But now with ARC port of Lede/OpenWRT getting more stable and mature
we're ready for more real-life scenarios with FS permanently stored
on SD-card. This essentially benefits from ability to setup devices
that survive reboots with all settings and extra packages kept in place.
Still we keep an ability to build images with initramfs.
This allows us to use storage-less simulators for testing still.

This patch introduces support of new boards with ARC HS38 cores.
ARC HS38 is a new generation of ARC cores which utilize ARCv2 ISA.
As with ARC770 we're addind support for 2 boards for now:
[1] Synopsys SDP board (AXS103)
This is the same base-board as in AXS101 but with
FPGA-based CPU-tile where ARCHs38 core is implemented.
[2] nSIM
Again this is the same simulation engine but configured for
new instruction set and features of new CPU.
