malta: enable VM targets again
These targets are interesting for automated testing. The currently
available targets are from 2017 and either we should enable them again
or delete the remaining files on the download servers.

kernel: disable CONFIG_CPU_LITTLE_ENDIAN in generic config
Endianness depends on CPU architecture. CONFIG_CPU_(BIG/LITTLE)_ENDIAN should
be enabled on target or subtarget based on SoC architecture.

Fixes warning:
$ make kernel_oldconfig CONFIG_TARGET=subtarget
...
.config:1008:warning: override: CPU_LITTLE_ENDIAN changes choice state
....

Summary:
- ARC - only the CONFIG_CPU_BIG_ENDIAN symbol is defined for this architeture.
  If it is disabled then the processor operates in LITTLE_ENDIAN mode (default),
- ARM32 - CONFIG_CPU_LITTLE_ENDIAN symbol available since kernel 5.19. This
  option should be enabled after OpenWRT moves to kernel 6.x. After refreshing
  the kernel, the symbol disappears,
- ARM64 - enabled CONFIG_CPU_LITTLE_ENDIAN,
- MIPS - enabled relevant symbols,
- POWERPC -  enabled CONFIG_CPU_BIG_ENDIAN,
- UML - Symbols are not defined for this architecture,
- X86 - always little endian. Symbols are not defined for this architecture.

6eca2e40e7 malta: prune subtarget configs
Drop autogenerated kernel config options. These aren't needed to build and
can obscure options relevant to the subtarget.

1b27591ddb malta: update MIPS64 ISA to R2
Usage of current R1 ISA is inconsistent with the MIPS32 subtarget, little
used and has limited utility for testing.

Many distros target a minimum R2 ISA. Debian MIPS 32-bit/64-bit ports all
use MIPS R2 ISA since Stretch, for example. Fedora's MIPS arch also targets
the R2 ISA for 32-bit/64-bit.

Widely used MIPS64 platforms like Octeon are based on the MIPS R2 ISA or
later, and benefit from having a compatible test platform in OpenWRT.

While Linux does support MIPS64 R1 targets, its usefulness for development
and testing is limited. As an example, the modern Linux eBPF JIT requires
a MIPS R2 ISA or later.

eafdd1a0fc malta: Refresh kernel configuration
This refreshes the kernel configuration on top of kernel 5.4.
It now builds without asking to select some kernel options on all 4
subtargets.
It still does not boot up, there is a different problem.

38666e8ae4 malta: Deactivate MIPS O32 and N32 support
OpenWrt is completely compiled from sources using a 64 bit compiler, we
do not need support for the old 32 bit MIPS interface on 64 Bit CPUs,
deactivate it.

46af22de16 kernel: Remove CONFIG_COMPAT
This removes support for executing old 32 bit applications on 64 bit ARM
and MIPS kernels.
On OpenWrt we normally compile all the user space applications on our
own and do not support third party binary only modules especial not 32
bit applications on 64 bit CPUs.

This reduces the attack surface on such systems and should also save
some memory.

6c9345bd8c malta: restore "be" subtarget from being source-only
The malta "be" and "le" subtargets share the arch with many devices of
ar71xx and ramips.  They can be handy for testing, debugging, trying
both snapshot and release builds.

This commit makes the "be" subtarget part of the ci and release builds
