ath79: fix link for long cables with OCEDO Raccoon

Browse Source 
The OCEDO Raccoon had significant packet-loss with cables longer than 50
meter. Disabling EEE restores normal operation.

Also change the ethernet config to reduce loss on sub-1G links.
