bfcbe8f1e2 attest: re-work EK API (#79) 
This PR adds:
* Renames 'PlatformEK' to 'EK'
* More consistant support of EKs without certificates
* Removes HTTP GET to Intel EK certificate service
* Always populates EK.Public
