Christian Prochaska ed58040794 Define 'TZ_MAX_TIMES' as 1 
This patch defines 'TZ_MAX_TIMES' as 1 when building 'localtime.c' to avoid
a big stack allocation in the 'tzload()' function.

Fixes #250.
