Christian Helmuth 347ff635b3 fiasco: fix SYSTEM_TARGET prefix in l4env config

The config file is interpreted in a bash script. So, SYSTEM_TARGET is a
bash variable, i.e., ${SYSTEM_TARGET}.

Fixes #946. Related to #490.
