This patch changes the top-level directory layout as a preparatory step for improving the tools for managing 3rd-party source codes. The rationale is described in the issue referenced below. Stefan Kalkowski	88316abca1	Merge panda_a2 and panda SPEC (fix #505, fix #506) ... There is no obvious reason for having two different SPEC variables, definitions, and pathes for the Pandaboard platform.
