Direct _ioctl to libc plugin interface
...
Removed dummy implementation of '_ioctl'. This function is called
internally within the libc, i.e., by 'tcgetattr'. For running
libreadline in Noux, we need to hook into those ioctl operations via
the libc plugin interface.
