nitpicker: externalize xray policy

This patch removes the policy for controlling the X-Ray mode from
nitpicker to the separate component os/app/xray_trigger.

Move repositories to 'repos/' subdirectory

This patch changes the top-level directory layout as a preparatory
step for improving the tools for managing 3rd-party source codes.
