VFS: move 'sync' from 'File_system' to 'Directory_service'
...
The the parent 'Directory_service' interface is reachable from
'Vfs_handle', whereas the 'File_system' interface is not.

Move repositories to 'repos/' subdirectory
...
This patch changes the top-level directory layout as a preparatory
step for improving the tools for managing 3rd-party source codes.
