Omit superfluous use of "CAP"/"SIGNAL" services

The functionality of the former "CAP" and "SIGNAL" services is now
provided by core's "PD" service.

Instead of returning an uint64_t value, return a structured time stamp.
This change is only visible to components using Rtc_session directly.
