Fix link of jitterentropy port

The current port of jitterentropy is version 1.2.0 from pre-2017, whose
sources were recently moved to

  http://www.chronox.de/jent/releases/historic/jitterentropy-1.2.0.tar.xz

Note the *historic* label.
