nitpicker: Fix unsigned long to unsigned int cast.

The "unsigned Nitpicker::Gui_session::layer()" function returns
~0UL. This prompts clang to produce a warning about implicit unsigned
long to unsigned int conversion. Fix it by returning ~0U instead of
~0UL.
