wifi_drv: fix explicit SCAN request handling

Browse Source 
* Increase the CMD length to accomodate the limit of the wpa_supplicant
* Fix case where multiple SSIDs with 32 bytes are used
* Use Expanding_reporter for accesspoints report

Fixes #3139.
