Link EGL to Mesa

Link the EGL library with Mesa. SDL's `GL_GetProcAddress` now calls
`eglGetProcAddress` rather than lookup procedures directly in the Mesa
library.

Components may still wish to list 'mesa_api' in LIBS to access OpenGL
headers.
