Cygwin follows POSIX IEEE Std 1003.1, 2004 Edition spec
for the select() fuction as described at:
http://pubs.opengroup.org/onlinepubs/009695399/functions/pselect.html
.. so we must #include <sys/select.h> for the declaration.
