Basically, the ppl configure script wasn't properly setting
CFLAGS/CXXFLAGS/LDFLAGS to point at the ctng-built gmp, so ppl tried to
use the system gmp headers instead.
This patch fixes that for all PPL versions supported by crosstools-ng.
