27b18d2fc7 picolibc: Build libstdc++ against picolibc if requested 
This uses the gcc support for building libstdc++ using alternate lib
header files.

7e457684ea picolibc: Convert to companion library

c15de32ec6 Add picolibc support [v2] 
This adds support for using picolibc instead of newlib on embedded
systems.
