The added code should be conditinal to the target system
being !MIPS, but is based on the host system being !MIPS.
This is plain wrong, and had not been noticed until now
as I never used those binutils versions on MIPS.

shamelessly stolen, from the OpenEmbedded project:

Fix filenames in patch files for binutils-2.20.
Some patch files were only usable with patch argument '-p0'.
Fix the diff context to match 2.20 release.
