1a362b5607 picolibc: Add configuration to select picolibc as the system libc 
This moves the picolibc configuration values under C-library -> picolibc
so that they will be more easily discovered.

7e457684ea picolibc: Convert to companion library

c15de32ec6 Add picolibc support [v2] 
This adds support for using picolibc instead of newlib on embedded
systems.
